I've inherited a DataFlex application currently in 18.2. Various issues and new requirements have made moving to 19.1 a priority, and I've upgraded and have a valid license for that now. The workspace has been updated to 19.1, and I installed the runtime on the remote server, but only the login that installed it (admin privileges obvi) can get in; other logins appear to get the error message "user count exceeded for this license" even though there's a 40 user limit.

The remote desktop server is hosted with Azure, running two parallel Session Hosts, each with their own gateway and connection broker (for load balancing). 18.2 runtime is installed on the Session Hosts (C:\ProgramFiles(x86)) and runs fine.

I don't know the specifics for how the 18.2 runtime was installed, but I installed 19.1 with all the defaults, and I'm beginning to wonder if I should have done a network installation instead.

Any ideas?
