Yes, I was thinking about the load on the computer that would be running this, but not sure how to solve the problem. You see, a Webapp is operating on the local server, but it's operated in another part of the state. They enter part of the record which gets emailed to the managing director for approval. The idea is that Outlook is not always running on said computer, so I thought of this idea of the little applet which would be automatically started whenever the managing director turned his computer on. It would monitor the main database and as soon as a record with the correct criteria was created via the Webapp, a notification would appear on his computer so that he could approve the request straight away, rather than relying on Outlook being open where it could be lost in the myriad of other emails.

So, I think the logic is correct, but the implementation is not quite there.
