I am surprised that people wouldn't normally want a number displayed as it's defined..
As you know DataFlex itself stores numeric values as BCD which means a value is always 2,4,6,8,10,14 digits before and 0,2,4,6,8 behind the decimal separator, so should it then always be 4 digits when a value from 0-100 (including the 100) is defined? In Pervasive.SQL the size is uneven to accomodate the negative sign. And don't forget that Microsoft came up with the formatting under regional settings so there must be a lot of applications that can (and) use the Windows formatting. People may even complain if your application does not follow the configuration.
