I haven't used this for a little while and I've just got hold of a couple of dll's I want to include in my manifest so I need to build a manifest fragment. I went into Create and selected the dll from the Common COM Library folder but I get this error when trying to Create the fragment "Cannot find a comClass or typelib node in the XML document.". So I worked out what the command line was for the mt.exe and ran that from a batch file (as Administrator) and got the following xml file:

<?xml version="1.0" encoding="UTF-8" standalone="yes"?>
<assembly xmlns="urn:schemas-microsoft-com:asm.v1" manifestVersion="1.0"><file name="arrowdotnet.com.tencia.connect.interop.dll" hashalg="SHA1"></file></assembly>
Can I just copy and paste this (or parts of it) to my application manifest?

Not sure if it makes any difference but I was able to create a pkg file via FlexCOM2 ok using the same dll.
