Apparently, this is a common problem with products that use Wise installer. From what I was reading, different products installed on different versions of Windows have had this same error happen -- see http://www.msghelp.net/showthread.php?tid=47799, for example.

And the cause for the error according to http://www.panoramafactory.com/trouble/trouble_494.html is the creation of 8.3 filenames being disabled on your computer system. I have not confirmed this.
I can confirm that the last post does explain the problem. Talking to the hardware person who installed and configured the Window 2008 64bit servers I've been testing, he says there was nothing particular that he noticed or did to enable this flag. Looking at the images below though either at some point during the install, or a subsequent patch, the flag was enabled. If that is the case I suspect the error will become more common over time.

At least we have a use able workaround i.e. move the INSTALL.LOG file else where and a potential solution for future VDF installs assuming Wise, or Symantec, wont fix this bug.
