Maybe the service account under which the webapp.exe is running does not have rights to that folder.

Yes you can... but you wouldn't want to handle a large array. I have a couple of reports that pass arrays of up to 16 items.

My guess would be an issue with the SQL. It could be that the SQL ends up stuck in a lock (which is a programming problem).
If you google "Brent Ozar", he has some great free utilities that help...
