So TCP Dynamic ports = 0 and TCP Port = 1433? So... there are 4 sections... IP1, IP2, IP3 and IPAll - I have set those values (0 for TCP Dynamic Ports on IP1, IP2 and IP3 - it doesn't...

Note: telnet to the IP address of the server and port 1433 does not connect, so that's probably why it can't connect to the DB, but the underlying question is why does telnet (or indeed anything) not...
OK, nothing seems to be helping...
DataFlex 19.1 on Windows Server 2019 Standard (server) and Windows 10 Pro (client). Now... the server in question is a Domain Controller and using that as a DB...

It is using Windows authentication, so I'm not sure this applies. Maybe I'm wrong.

Thank you. That cracked it. I deleted the database, created again, in the "Options" page of the Properties panel I changed the collation sequence to case semsitive (CS, not CI) and re-did...
