Also when you're running in the browser use the debugger tools to see what css is being used by browser.
This is will give you a couple of things, is your css there, and if it is there has it been overruled.
Yes, have tested in different browsers. Yes, this is a custom css in that I am using the Df_High_Conrast and pulling in some code from the Df_Material theme that uses the tiles and the "Latest Activity". The problem is the "Latest Activity" not showing the white background and blue dots (as in the Mobile Example) in the browser but is displayed in the previewer.
What would the previewer use differently from the browser that would cause the discrepancy? How could the previewer use a different css than the browser?

All browsers are not equal as far as CSS goes. Try others and see if anything changes.
The DF Mobile Example works fine! So, I do not see how it could be the browser.
Have you tried your browser in incognito mode? It is a bit more cache unfriendly which is what you want.
