Indeed! This goes back to the days when Microsoft was (IMO) withholding development of Win 32 API waiting for license agreements with IBM to run out when it was still 16 bit Win32s. Citrix was totally dependent on Win APIs and Microsoft did indeed forced them to sell their proprietary technology (a "multi-user" version of Windows hosted on OS/2) under threat of withholding access to future API's -- so Microsoft got terminal services and Citrix went on to be the successful company we know them as today.
